How do the City States play?
City States armies rely on elite, tightly disciplined infantry formations supported by arcane constructs, Minotaurs, and battle-hardened specialists. Though lacking ranged firepower and cavalry options, their infantry is among the most efficient in the game. Their unique Strategic Stack mechanic allows you to manipulate turn order and apply pressure by sacrificing actions in one area to strike harder in another. Combined with formation tuning via embedded Minotaurs, this gives City States players powerful control over battlefield momentum.
